Syria's reconstruction is one of the most complex and consequential post-conflict challenges of our time, and one of the most significant opportunities to embed climate resilience into the foundations of a rebuilt state.
With the fall of the Assad regime in December 2024, a window of opportunity has opened for a recovery rooted in durable peace, but the window won’t remain open indefinitely. From energy infrastructure and water systems to governance institutions and local livelihoods, the choices made now will determine whether reconstruction reinforces or undermines Syria's long-term stability and climate resilience. This session brings together government representatives to examine how climate considerations can be meaningfully integrated across the full spectrum of reconstruction planning, from financing and governance to energy, water and community-led rebuilding efforts.
The session will draw on the publication "Prioritising Conflict Prevention in Syria’s Recovery: Integrating Climate and Environment for Peace (2026)".
Guiding Questions:
- What does climate resilience mean for reconstruction in the Syrian context and how can it be embedded into governance, infrastructure, and financing frameworks from the outset rather than as an afterthought?
- How can international partners support Syrian-led reconstruction in ways that integrate climate considerations, respect local ownership, and harness the knowledge and resources of diaspora communities?
- Where are the most critical entry points for climate-positive investment in Syria's energy, water, and land systems and what financing mechanisms and governance arrangements are needed to unlock them?
- What can Syria's reconstruction teach the broader international community about the relationship between climate action and conflict prevention in post-conflict settings?
