Joseph Ronald Toussaint is graduated in Agriculture Sciences at the Agronomy and Veterinary Medicine College of the University of State of Haiti, holding a Master in Tropical Forestry and a post-graduate diploma in Training of Trainers respectively at the Ecole Nationale de Génie Rural des Eaux et Forêts and at the Centre National des Etudes Agronomiques pour les Régions Chaudes, Montpellier/France. Studied Law at the Law and Economic Sciences College of the University of State of Haiti and International Environmental Law with UNITAR (UN Institute for Research and Training).

Currently acting as the Chief of Cabinet of the Minister of the Environment, he was a former Minister of Environment and is a well-known Haitian specialist in this Sector where for more than 25 years of career, he accumulated a confirmed expertise and a solid experience in various environmental fields such as Environmental Governance, Legal Environmental and Policy Framework, Conservation and Sustainable Use of Biodiversity, Environmental and Anti-Poverty Policies including National Environmental Action Plan and Biodiversity Strategy and Action Plan and their mainstreaming in the Haitian Growth and Anti-Poverty Policy, Climate Adaptation and Resilience, Watershed Management, Natural Resources Management, Natural Risks and Disasters Management. 

Worked extensively with cooperation agencies such as USAID, Inter-american Development Bank, United Nations and Environmental Program, United Nations and Development Program and the World Bank. 

Excellent knowledge in international environmental governance and very familiar with international negotiation rules prevailing in Environmental Multilateral Treaties mainly the Convention on Biological Diversity (CBD), the United Nations Framework Convention on Climate Change and the Paris Accord on Climate, the Clean Development Mechanism of the Kyoto Protocol. 

Led international consultancy works in the Caribbean (Trinidad and Tobago, Dominican Republic) and Africa (Rwanda, Tanzania). Former National Focal Points of the CBD and the Global Environment Facility within the Ministry of Environment.
