Carol Vaughan's career has taken an unconventional path through the British Army, criminal justice, operational leadership, and now national resilience and nature security within the Civil Service. She worked across HMRC, Her Majesty’s Prison and Probation Service, and Defra in roles spanning operational delivery, domestic abuse, resilience, national security, and climate and nature policy. She is particularly passionate about the intersection between resilience, security, and environmental change, helping shape cross-government thinking on emerging systemic risks linked to climate change, biodiversity loss, food security, and ecosystem resilience.
