Dr Dr Dieudonne Pascal Alda Yaka is Programme Specialist - Climate and Security Risk for the Liptako Gourma Authority Stabilization Facility, United Nations Development Programme.
For the last three decades, Pascal has worked at local, national, regional and continental levels in positions with increasing responsibility, with various organizations. This includes as a weather forecaster & climate predictor, hydromet and climate information applications and services expert, projects & programmes manager, as General Director of a National Meteorological Department, Country Permanent Representative with UN Organizations, technical advisor to government ministries, Chairperson of African Experts Working Groups on climate services and applications, Regional Coordinator of the Global Framework for Climate Services (GFCS). As a lecturer-researcher, he published several papers on climate applications for socio-economic sectors and tropical disease control. He has actively contributed to sensitize and get the support of the top governmental officers, technical, financial and development partners, to mobilize resources to operationalize and sustain the National Frameworks of Climate Services (NFCS) strategic action plans, in several African countries. He holds Master’s degrees in Meteorology and in Project Management and a PhD in Climatology.
