Hibaa-Haibado Ismael H. Tani is a seasoned diplomat from Djibouti, currently serving as a Third counsellor and DPR in charge of Multilateral Relations and Political Officer at the Embassy of the Republic of Djibouti to Kenya. With a robust background in international relations, environmental diplomacy, and sustainable development, Ms. Tani has had impacts on global environmental policy through her leadership and negotiation skills. At UNEA-6, Ms. Tani was the lead negotiator for Djibouti on behalf of the African Group, focusing on the critical resolution concerning Solar Radiation Management (SRM). Ms. Tani was instrumental in defending the decisions made during the 19th session of the African Ministerial Conference on the Environment (AMCEN), specifically Decision 19/5. She advocated tirelessly for the establishment of an International Non-Use Agreement on Solar Geoengineering (SGNUA), aligning with the AMCEN directive. This proposed agreement seeks to prohibit the deployment, outdoor experimentation, public financing, patents, and organizational support relating to SRM, emphasizing the need for a restrictive governance framework. Her efforts were pivotal in articulating and affirming the African stance on the dangers and ungovernability associated with SRM. Ms. Tani's work during UNEA-6 ensured that the focus remained on the precautionary principle, that could weaken existing measures and marginalize developing regions like Africa. Ms. Tani holds an Executive Master in Managing Peace and Security in Africa from the Institute for Peace and Security Studies (IPSS) at Addis Ababa University and a Bachelor of Business Administration in Marketing. She is fluent in French, Somali, Arabic, and English.
