H.E. Aibek Moldogaziev is Kyrgyzstan’s Deputy Minister of Foreign Affairs. He is the leader of the Bi-lateral Cooperation Division of the Treaty-Legal Department that is a participant in the establishment of Kyrgystan's national water strategy. Mr. Moldogaziev's research is in international and U.S. domestic law and regulating water resource management policy.  In his early career, Moldogaziev was influential in terms of domestic water management in Kyrgyzstan and is now using his position to advance climate security policy in Central Asia. Kyrgyzstan has been pivotal in the international security system in the past decades but is now one of the most vulnerable nations to climate change in Central Asia.
