
Bridging the gap: Innovative climate finance for fragile states

This high-level plenary will tackle one of the most urgent challenges in the climate-finance landscape: ensuring that the world’s most fragile and conflict-affected states are not left behind. Bringing together leading voices from international finance, development, and civil society, the session will explore why traditional climate finance models often fall short in fragile settings – and how innovative approaches, risk-sharing mechanisms, and new partnerships can help bridge the gap. With perspectives from the Islamic Development Bank, World Bank, Green Climate Fund, and new initiatives such as “Investing for Peace,” participants will discuss actionable pathways to mobilising climate investment where it is needed most, and how to align these efforts with peacebuilding and local empowerment.

- What are the most significant obstacles to delivering climate finance in fragile states, and how can they be overcome?
- Which innovative models or instruments are showing the most promise, and what can we learn from their implementation?
- How can multilateral and bilateral actors better coordinate to ensure climate finance supports both resilience and peace?

- How can local actors and affected communities be empowered as partners, not just recipients?
